Council Meetings
Council Meetings are generally scheduled the second and fourth Wednesday of each month and begin at 7:00 PM in the Vineyard Town Hall at 240 East Gammon Road, Vineyard, Utah. If you would like directions to the Vineyard Town Hall, feel free to call (801) 226-7076.
Planning Commission Meetings
Planning Commission Meetings are generally scheduled every first and third Wednesday of each month and begin at 7:00 PM in the Vineyard Town Hall at 240 East Gammon Road, Vineyard, Utah. Call (801) 226-7076 for directions to the Vineyard Town Hall.
 
OTHER COUNCIL or PLANNING COMMISSION MEETINGS may be called at the discretion of the Town Council or Planning Commission Chair, upon proper legal notice. No public meeting will be held unless legally noticed 24 hours in advance, in compliance with Utah State Law. Council and Planning Commission Meetings are open to the public, and at the direction of the Council or Planning Commission Chair, citizens may provide input on agenda items.
 
How to Get a Discussion Item Put on the Agenda:
  1. Contact the Town Recorder or Deputy Recorder at (801) 226-7076 one week before the Wednesday on which you want to address the Council.
  2. You may be asked to put your request in writing so the Council can study it before the meeting. If so, include your name, address, and telephone number on your request.
Reasons to Attend a Council Meeting
  • To express concern or support for important public issues
  • To learn about issues and topics that concern you most
  • To learn about the processes of local government
  • To meet the people who represent the town
  • To prepare for a future in government

Public participation and input at Council meetings at the
appropriate time are encouraged and welcomed. The Council
requests that individuals at these meetings maintain an
atmosphere of mutual respect.

Public Input

At every Council Meeting or Planning Commission Meeting, time is set-aside for citizens to express their views. This is referred to as an "Open Session".

Citizens who wish to speak to the Council or Planning Commission about items already on the agenda will be invited to do so when the item is opened for public comment prior to a vote by the Council or Planning Commission. In the interest of time, speakers are generally limited to three minutes each.

Because of the need for proper public notice, immediate action is not taken in the Council or Planning Commission Meeting. If action is necessary, the item will be listed on a following agenda, however, the Council or Planning Commission may elect to discuss the item if it is an immediate matter of concern.

Public Hearing Participation

Here is the process to be followed during an open session at a Council or Planning Commission public hearing:

  1. Public hearing is opened.
  2. The Chair introduces the issue.
  3. Staff gives an overview of the issue
  4. Applicant or petitioner makes the presentation
  5. The public is asked to comment, one person at a time, after being recognized by the Chair. In the interest of time, speakers are generally limited to three minutes each.
  6. Comments must pertain to the subject being discussed.
  7. All remarks should be directed to the Council or Planning Commission as a body rather than to any particular Member or any member of the staff or audience. http://www.monterey.org/council/citizen.html
  8. If action is requested, the Council or Planning Commission Chair may refer the individual to the appropriate department or administrative staff.
  9. The Council or Planning Commission votes to close the public hearing, after which no more comments are allowed from the audience
  10. Then they discuss the issue among themselves
  11. The Council or Planning Commission takes action to approve, not approve, approve with changes, or table the issue
