The Vineyard Town Planning Commission met for a public hearing and a regular meeting on August 5, 2009 at 7:00 P.M. in the Vineyard Town Hall. The prayer was offered by Commissioner Melanie Dean.

COUNCIL UPDATE; Liaison Norm Holdaway
Public Hearing; ZONING ORDINANCE AMENDMENT (TA-09-04 & TA-09-05)
Planner Nathan Crane said the proposed amendment modified the review process for conceptual, preliminary, and final plats. He said the State Legislature revised the requirements for noticing for preliminary and final plats during the 2009 legislative session. He said the primary objectives of the amendment were to streamline the review process and to amend the process to be consistent with the new legislation and to clarify the review process. He stated that the proposed amendment would modify Section 200, 300, 400, 500, 700 and 900 of the Vineyard Town Zoning Ordinance. He believed that approximately 4 months could be eliminated from the review process.

COMMMISSIONER WAYNE HOLDAWAY SECONDED THE MOTION. ALL WERE IN FAVOR. NONE WERE OPPOSED. THE MOTION CARRIED.

Commissioner Jeff Gillespie wondered if elected officials would have adequate time for review of a large project if the proposal was accepted. Commission Chair Dave Robins was equally concerned. Planner Nathan Crane said there would be several opportunities for project review and believed review time would be adequate. Commissioner Jeff Gillespie wondered what the process would be if the applicant wanted to make a change to their submittal to less than what the zoning designation allowed. Planner Nathan Crane said a rezoning application and preliminary plat should be submitted concurrently. Engineer Don Overson and Planner Nathan Crane agreed that commissioners had the right to postpone a recommendation until they were comfortable with the proposal. Planner Nathan Crane reassured the commission that errors and inconsistencies would be omitted with staff review. He said issues would be dealt with before an application ever reached the planning commission. Town Clerk/Recorder Dan Wright stated that the past planner didn’t communicate effectively with the engineer which slowed the approval process. He said Planner Nathan Crane and Engineer Don Overson were much more efficient in their communication. Commission Chair Dave Robins was concerned that staff would be relied upon more heavily in the proposal and the planning commission was used to weeding out the issues for approval.
COMMISSIONER JEFF GILLESPIE MOVED TO ACCEPT THE FINDINGS AND RECOMMENDED APPROVAL OF CASE TA-09-04 AND TA-09-05, A REQUEST TO AMEND THE SUBDIVISION ORDINANCE TO AMEND THE REVIEW PROCESS AND PROCEDURES FOR SUBDIVISIONS. COMMISSIONER MISTY BERGEN SECONDED THE MOTION. ALL WERE IN FAVOR. NONE WERE OPPOSED. THE MOTION CARRIED.
STAFF REPORTS
Engineer Don Overson gave an update on the 400 South/Geneva Road Overpass. He said it would be a design build project rather than design construct. He said the project would begin in the next couple of months. He said the Utah Department of Transportation (UDOT) declared that the 400 North crossing was public. He stated that the Center Street/Geneva Road overpass was still a consideration and was still desired by the council. He felt it would eventually be an asset to all residents in Vineyard. He was working on a warranty list with developer Joe Brown. He said one stipulation would be to move the barricades back on 400 South to narrow the passageway onto the road paved beyond Holdaway Road.
Planner Nathan Crane said PacifiCorp would handle the application for Phase 2 of the Lakeside Power Plant. He stated that he had a discussion with a potential builder regarding the LeCheminant property. He said Developer Joe Brown from the Lakes at Sleepy Ridge considered building permit application submissions. He said the council would consider a reduction of impact fees for a few projects within the town, and those reductions would adequately cover the cost of prior obligations. He said the Homestead Reimbursement Agreement outstanding issues were being discussed between the town and Anderson Development. He said the town attended several meetings regarding the redevelopment (RDA) of the former Geneva Steel site. He reported Anderson Geneva presented an interesting scenario which would allow Vineyard to run the RDA. He said that proposal would be considered and discussed at an upcoming meeting. He said two economic development projects had been responded to since June 2009.
