The Vineyard Town Planning Commission met for a public hearing and a regular meeting on June 3, 2009 starting at 7:00 P.M. in the Vineyard Town Hall. The prayer was offered by Commissioner Jeff Gillespie.

STAFF REPORTS
Planner Nathan Crane gave a summary of the council’s discussion on May 13, 2009 regarding the rezone request of approximately 1,681 acres. He recited the concerns of Anderson Geneva regarding the rezone by stating that the property may never be remediated to anything beyond industrial which would prohibit future proposed uses. Commissioner Jeff Gillespie was concerned with the council’s approval of the rezone request. Commissioner Misty Bergen was concerned that the approval of the Vineyard Connector could be delayed due to the recent approval. Planner Nathan Crane stated that land would be purchased in July for the Vineyard Connector. Engineer Don Overson stated that 2000 North down to the curve by the lake on Vineyard Road on 250 West would also be acquired by the Vineyard Connector.
Engineer Don Overson reported that he received a phone call about sewer service for the Central Utah Project (CUP) property. He said a site plan was being generated. He said he would have another discussion with them in the next couple of days regarding their plan for sewer service.
Town Clerk/Recorded Dan Wright said the well on the Wynn property had been capped and the property exchange with the LDS Church was nearing completion. Engineer Don Overson said he was waiting to hear whether or not the well had been capped to contact the contractor to block off Gammon Road/Center Street.
MINUTES REVIEW AND APPROVAL
COMMISSIONER MISTY BERGEN MOVED TO APPROVE THE MINUTES OF APRIL 15, 2009 WITH THE CORRECTION ON LINE 5 PAGE 212 OF COMMISSIONER JEFF GILLESPIE, NOT COMMISSIONER JEFF HOLDAWAY. COMMISSIONER JEFF GILLESPIE SECONDED THE MOTION. ALL PRESENT WERE IN FAVOR. NONE WERE OPPOSED. THE MOTION CARRIED.
Public Hearing; ZONING ORDINANCE AMENDMENT (TA-09-03)
Planner Nathan Crane stated that the Town of Vineyard Zoning Ordinance lacked parking standards for future development. He said the proposed parking standards would include, among other items, the number of required spacing, parking lot landscaping and design requirements, and regulations for parking in residential areas. He said the primary components of the proposed amendment included requirements for the number of spaces for residential and non-residential development; development standards such as size of stalls and parking aisles, lighting, parking canopies, parking in residential districts, screening requirements for non-residential districts, parking area landscaping requirements, joint use parking and offsite parking; and off street loading requirements. He said the Americans with Disability Act (ADA) had guidelines which the town would adopt for non-residential and mixed use areas. He proposed a three foot screen wall between a parking lot and any right of way to add to the beautification of the parking lot. He felt the current ordinance did not have parking and off-street loading requirements which could lead to confusion and uncertainty. He said the proposed amendment provided regulations that would be applied uniformly in all zoning districts. He stated that all site plans would be reviewed for compliance with parking standards as part of the site plan review process. He said the proposed amendment was consistent with the purpose and intent parking requirements, which were to regulate and ensure the provision of adequate motor vehicle parking and loading spaces for each land use. He said the purpose of the regulations and development standards set forth in the proposed ordinance aimed to alleviate traffic congestion and vehicular/pedestrian conflicts. He recommended approval of the proposed request to amend the zoning ordinance to create parking regulations (TA-09-03).

COMMISSIONER MISTY BERGEN MOVED TO CLOSE THE PUBLIC HEARING REGARDING THE PROPOSED ZONING ORDINANCE AMENDMENT TA-09-03 AT 7:49 P.M. COMMISSIONER JEFF GILLESPIE SECONDED THE MOTION. ALL PRESENT WERE IN FAVOR. NONE WERE OPPOSED. THE MOTION CARRIED.
COMMISSIONER JEFF GILLESPIE MOVED TO ACCEPT THE FINDINGS AND RECOMMENDED APPROVAL OF THE ZONING ORDINANCE TEXT AMENDMENT REGARDING THE CREATION OF PARKING AND LOADING REQUIREMENTS FOR RESIDENTIAL AND NON-RESIDENTIAL USES TO INCLUDE THE REVISED EXHIBIT A, AS PROVIDED. COMMISSIONER MISTY BERGEN SECONDED THE MOTION. ALL PRESENT WERE IN FAVOR. NONE WERE OPPOSED. THE MOTION CARRIED.

The Planning Commission meeting was adjourned at 7:52 PM. The next meeting will be a regular meeting on June 17, 2009.
