NOTICE OF A PUBLIC HEARING AND
A REGULAR MEETING

OF THE VINEYARD TOWN COUNCIL

August 12, 2009, 7:00 PM

Public Notice is hereby given that the Vineyard Town Council will hold a public hearing and a regular meeting on August 12, 2009, starting at 7:00 PM, in the Vineyard Town Hall; 240 East Gammon Road, Vineyard, Utah. The agenda will consist of the following:

5.  BUSINESS ITEMS:

 

5.1 Public Hearing; 7 p.m., or as soon as possible thereafter: VINEYARD TOWN ZONING ORDINANCE AMENDMENT (TA-09-04) – The Vineyard Town Council will hold a public hearing to review and solicit public input on case TA-09-04, a request to amend the Town of Vineyard Subdivision Ordinance: Section 200 Concept Plan Application and Review, Section 300 Preliminary Subdivision Applications, Section 400 Final Subdivision Applications, and Section 500 Noticing Requirements, relating to the review procedures and noticing requirements for Conceptual Plan Applications, Preliminary Subdivision Applications, and Final Subdivision Applications.  The intent of the amendment is to modify the applications procedures to be consistent with the recent amendments to state statute.

 

5.2 Discussion and Action: VINEYARD TOWN ZONING ORDINANCE AMENDMENT (TA-09-04) – The Vineyard Town Council will discuss and possibly act to approve case TA-09-04, a request to amend the Town of Vineyard Subdivision Ordinance: Section 200 Concept Plan Application and Review, Section 300 Preliminary Subdivision Applications, Section 400 Final Subdivision Applications, and Section 500 Noticing Requirements, relating to the review procedures and noticing requirements for Conceptual Plan Applications, Preliminary Subdivision Applications, and Final Subdivision Applications.  The intent of the amendment is to modify the applications procedures to be consistent with the recent amendments to state statute.

5.4 Discussion and Action: VINEYARD TOWN ZONING ORDINANCE AMENDMENT (TA-09-05) – The Vineyard Town Council will discuss and possibly act to approve case TA-09-04, a request to amend the Town of Vineyard Subdivision Ordinance: Section 908 Subdivision Ordinance Text Amendment Applications, relating to the process of amendments to the subdivision ordinance.

 

5.5 Discussion: DRAFT LINDON HOLLOW DITCH CONSERVATION EASEMENT – The Vineyard Town Council will discuss the establishment of a conservation easement required to be recorded for Lindon, Orem and Vineyard to receive funding through the Quality Growth Commission.

 

5.6 Continued Discussion: RAILROAD ORDINANCE APPLICATIONThe Vineyard Town Council will continue to discuss the adoption of an ordinance regulating the operation of the railroad through the Town, as proposed by Anderson Geneva.  The application is intended to address the various issues related to operation of the railroads.

 

5.7 Discussion and Action: IMPACT FEES FOR THE LAKES AT SLEEPY RIDGE – The Vineyard Town Council will hear and possibly act to approve the results of the adjusted impact fees for the Lakes at Sleepy Ridge development.

The Vineyard Town Council will hold an Executive Session pursuant to Utah Code Sections 52-4-204 and 52-4-205 for the purpose of discussing the character, professional competence, or physical or mental health of an individual.  Executive Sessions are closed to the public.

 

10. ADJOURNMENT

 

NOTE: “Open Session” is defined as time set aside for citizens to express their views. Each speaker is limited to three minutes. Because of the need for proper public notice, immediate action will not be taken in the Council Meeting. If action is necessary, the item will be listed on a following agenda, however, the Council may elect to discuss the item if it is an immediate matter of concern.

 

The Town Council may vote to go into executive session pursuant to Utah Code 52-4-5.

The Public is invited to participate in all Town Council meetings. In compliance with the Americans with Disabilities Act, individuals needing special accommodations during this meeting should notify the Town Clerk at least 3 days before the meeting by calling (801) 226-1929.
